Yes, there are many situations where you can't revise, including listings that have any active offers or counteroffers, auctions during the final 12 hours, etc.

I mentioned the example of an auction with bids particularly because the Help page can leave sellers with the impression that they can cancel the bids separately and then end the auction. But that loophole is too easy, and eBay won't allow it.

Yes, with some restrictions such as you can't revise an auction that has received bids (even if you cancel the bids). This Help page has useful lists showing the limitations:
