I'm not sure I understand your question.
In your Store under the function called Manage your store. You can do many things. One of which is set up store categories. Doing this is part of your subscription fee, so you don't pay extra for doing this.
If you are talking about creating listings for items you want to sell. You have a certain amount of free listings each month and those are for any category you choose.
If you could be a bit more specific regarding your question, it would help to make sure you get the information you seek.

I have 250 free items that I can post, however I am still charged for posting items. I do not know what the problem is? I opened an evay store today, but when I wanted to post an item it still charges, it’s not free.

What charges are you seeing? Buy it now on auctions is not free with your store listings.

I didn't check all your recent listings, but not all categories are free to list at auction with a store. Post #3 should show the list for you. Plus the buy it now I mentioned earlier isn't free for any category.

Review the link below closely. You have a Basic Store. The schedule in the link will tell you what your rates are in each of the areas of benefits offered to you for your store level.
Such as your 250 Fixed Price listings are free each month.
Notice that the 250 free Auction listings are specifically for Collectible and Fashion categories.

You are being charged for adding a "Buy it now" option on your auctions. The fees page linked above shows the rates, which range from 5 cents to 25, depending on the Buy It Now price.

I've heard that there are a few additional Categories that are not on this list, don't know if that is true and I don't know which they would be.
