The buyer said that the order has reached him, but the bag is empty. (I don't know how accurate it is) I also contacted the buyer the day he sent a message
1- I apologized to the buyer (even though the store is not the cause of the problem)
2- I wrote to the buyer that if he wants a refund, I can send a new product immediately.
3-All of these conversations are recorded in the ebay message system
A few days later, Buyer left a negative review. Buyer's message ``seller send me an empty bag / and didn't send me one back nor the refund``
I objected to this review. I said the buyer is lying. I said you can see all messages recorded.
The result is ebay asking me to contact the buyer (as if I didn't do that)
Don't you think this is silly or wrong? just seems weird to me

The only eBay people that might be able to help are the agents on Facebook at Ebay for Business page. Send them a private message. They actually do look at evidence unlike other channels of help. It may take a day or 2 to get an answer but it is your best bet.

I would be more concerned about having 49 other people complaining other than just this one.
