Ebay fees on taxes collected

Am I to understand eBay will now charge a fee to the seller for taxes collected as well as the sale price and the shipping charge

The FAQ says:

Does eBay charge final value fees on the final amount including sales tax?
No. Final value fees only apply to the sale price of the item.

NO!  Ebay does not charge a FVF on sales tax charged to your buyer.

But in November PP will.

Starting in Nov sellers that receive payment by PP will need to adjust their business model to cover an increase in PP fees up to about $3 per $1K sales.

No, not off.  I am talking  $1K "sales", not $1K "sales tax". My # is based on a possible average "sales tax rate" of about 10% on $1K in sales, so the increased PP fees would be based on an increase of about $100.  About $3 more.
