Today I received an invoice for my sales and to my surprise the final value fee is 12%?? I looked back to previous invoices starting fom nov 2016 (cant see earlyer invoices) and they all have 12% fee!
Using the fee calculator I can see the fee is still supposed to be 10% for business and industrial category.
And also the fee page states 10%
Does anyone have an explanation?
What are my chances of getting my money bac? I canceled the automatic payments for now.

There should be two charges for each listing. 10% FVF on the item price when it sells, and then another charge of 10% FVF on the shipping cost the buyer paid.
You are located in Estonia. Have you factored in the VAT that is also charged? If the listing is costing you .30 , are you factoring that into the charge?

Yes there are two charges, one for item and another for shipping. Both 12%
VAT in estonia is 20% so it would make sense for exaple if final value fee is 100 then invoice with VAT would be 120. But if eBay wants to add VAT to the invoice then it must be shown on the invoice. The invoice does not have VAT field.

Not 100% sure how the invoices look in Estonia but if you are looking at your current charges it will show the fee+vat as a single amount. At the end of the billing period when the monthly invoice is finalized it should show the VAT as a seperate line item in the totals area of the invoice and the fvf's will revert to the basic 10%. The VAT registration number will also be shown in the header of the invoice.
Possibly for Estonia there will only be a notice that all the charges are inclusive of VAT, that's allowed in some countries and not in other countries.

there indeed is one line that mentions VAT:
New fees Includes promotional savings and Estonia VAT at the applicable rate.
But tecnically it is not a valid invoice, it should show VAT amount on separate line, and it does not. There are other VAT rates in Estonia, not only 20% (also 9% and 0%). if the invoice doesnt specify the amount, I cant deduct it in tax declaration.

My friends in Europe tell me that the VAT is never a separate line item, it is always included in the total price. That has been my experience when I buy things from European stores. The price shown includes the VAT, but when I enter a USA shipping address, suddenly the price drops by 20% (if that's the VAT rate there).
So I believe that eBay is following the established practice in Europe when they show the total price for the FVF including the VAT, instead of a separate line item.
I agree it is confusing if you didn't realize it would be charged.
