I've had this happen a handful of times but not sure how to resolve it.
I have ebay call me back for an issue by requesting it online and I get the callback estimate time. They call me back and I answer but I hear nothing. Either they are on mute or I don't know what's going on. So I'm forced to say something like "I can't hear you, your audio isn't connected to the call. You'll have to call me back immediately after I hang up."
Once I hang up, no return call. I try to go to ebay to request a callback again and the system says I already have queued up a callback and to wait for it. The system doesn't know I already got that call and need another one. When does that prompt reset itself or how do I reset it?

When they do a call-back, there isn't a CS rep already waiting on the line for you to answer. Once you answer, then it starts to connect you to a CS rep, and it can take a while for it to ring their phone and make the connection. Especially if the CS rep doesn't answer immediately. Sometimes, you may even hear it ringing. So, maybe wait a few minutes for the call to be connected before you give up and hang up?
Sorry, I don't know how long it is before you can request another call-back.

Yea, so when this happens I hear the phone ringing, then a click which signifies the call has been picked up. Then no more ringing and no answer while I'm talking to myself with the "I can't hear you..." monologue. Then after about 30 seconds of silence from them I hang up.
I was able to eventually request a callback again, but the rep I asked has no idea how long it takes to reset and suggested I try to log out and log back in next time before requesting another callback.

Just now I requested a callback. 5 minutes ago I saw the call come in. A split second later the call got disconnected before my phone even started to ring. And I'm stuck here again waiting for 5+ minutes for them to call be back and I was unable to reset the "you already have requested a call" banner.

This is probably not a complete solution, but in my experience with automated callbacks, such as 2-factor authentication with my bank (they read a code to me over the phone which I then add to my login), the system they use will only react when I answer the phone with a clear and clean "Hello." If the line is noisy or I'm mumbling or something, the call maintains silence until I clear whatever it is I'm chewing at the time and just say "Hello." After that the system wakes up and responds.
