So an ebay buyer sent me an offer for 79.99 which is roughly how much the listing is if you do the buy it now. So far the buyer hasn't paid and now given me "his" phone number and an email address and i know this is a scam. Reminded the buyer that offsite deals is against ebay rules and told him he must pay on the ebay site. What should my next move be?

I'd decline the offer and add the user to my BBL. Then, I'd ignore the user's messages. Good luck to you.

Did you accept the offer ?
If you did, then sent him that message.....he will probably request that you cancel the order.
If he doesn't request, cancel the order at "buyer's request" anyway if he hasn't paid, he's not going to. He did refuse to pay on the site, right ? He won't care, he's off to his next victim and it just didn't work with you.
Definitely add him to your BBL.

Wait the 4 full days for them to not pay. File unpaid item and block. Then report buyer for offsite deals.

Wait it out to see if they pay...if they don't within 4 days ebay steps in and they get a strike against their account. Don't respond to them other than the ebay forum.

Block, report for policy violations and cancel. I do not even reply to such messages.
