Ebay Tech Issues with Listing items

I've been trying to list items for sale. Keeps saying I need a return policy. I have a return policy, but it is not showing up in any form in the listing, hence it won't list/work. I have items saved as draft. Called ebay - 40 minutes late they have no clue.  

Anyone else having problems?
