I have a buyer in Germany who wants to buy an RC Porsche car from me. He asked if I shipped to Germany and I said yes I do. (I have sold to India and the Netherlands). Buyer did BIN and got a message saying I did not ship to Germany. I checked my settings and am enrolled in international shipping. I talked to an Ebay rep yesterday, he checked my settings and did not understand why it wasn't working. He said he would forward it to someone to look at but it might take some time. He suggested I end and relist similar which I did. I informed buyer to try again but to no avail. Buyer sent me screen shots that say "Unfortunately buyer does not ship to Germany. Update your shipping address and try again." Another screen shot he sent me says "There's a problem with one of your items. To complete your order, go to checkout and update your shipping address." And the last screen shot under shipping reads "Ask Seller For Shipping Quote."
Has anyone else ran into this? If so how was it resolved? Would appreciate your comments. Thanks.

Thank you penguin for taking the time to look into that. Suppose I could ship it without using EIS but believe the cost would be way too prohibitive for the buyer considering it is only a $32 ish item.

Wow. Thank you. The 'Porsche' thing crossed my mind as well. But then again it wouldn't ship to UK either. Maybe the 'battery' term. 🤔 Will revise to get rid of 'batteries'.

Looked at a few of their listings and everyone that the item requires a battery, will not ship to Germany.
Maybe another solution is to remove the word battery from the listing. Obviously you would not, or should not, ship the item with batteries anyway.

Will revise to get rid of 'batteries'.

Well, shot that theory down about the battery. lol. Just looked at another listing of mine, a G.I. Joe Battery Operated humvee and get this, it will ship to Germany. Who knows. 🤔

Different one to research. It's hard to tell the specifics of the EIS filters but there are only a few categories that are prohibited for everything else it's a matter of first checking the weight and size constraints with EIS and then trying to determine if it's a keyword. This is one of the frustrations with the EIS program that I have experienced.

Fully understand the need to attempt to adhere to various countries import restrictions but part of the problem is sellers are not fully aware of what those "measures" are other than the fully disclosed prohibited items. Part of the problem with automated "measures" is they scan for certain words or phrases as part of the checking process and while the item may not actually be restricted by law the detection of a key word or phrase makes the item ineligible. It's akin to using the word ivory in a listing to describe a color only to have the item potentially removed.

I have had this same issue for over 1 month. I am fully compliant with Germany packaging licenses, etc. and have sold many records to Germany over the years.
I have the same issue as above....it is not "prohibited" to sell vinyl records to Germany. This is on ALL of my listing....so it is not title or keyword specific.
I tried to call CS (as much as I did not want to) and they were useless.....the person had no idea what I was explaining to them and eventually pulled the "can I put you on hold for a minute" and conveniently I was disconnected.
So....ebay has eliminated the largest country in Europe for USA sellers (at least some).
I personally think this is Pitney Bowes and some filter someone screwed up. PB runs their EIS program and they are the ones that "allow" or disallow things as shipping is now linked to visibility, etc.
Pretty pathetic when as a "customer", I know more about ebay operations than anyone I am allowed to speak with....

YOU never set up shipping options to Germany.

Have you had any luck with your album sales to Germany? In my case once I removed 'remote control' the listing worked.

It may be a problem with customs. You might want to check it out.
