Ebay Keeps Turning On Best Offer I Turn It Off Ebay Turns It On Again

How do I prevent ebay from turning on best offer on my listings? I list as a fixed price. If the item does not sell quickly, ebay turns on best offer. I turn it off. A few days later, ebay turns on best offer again. I turn it off. Is there a setting a can select to prevent this? I know how to turn on best offer, and in some cases I do turn it on. What I don't want, is ebay turning it on for me.

I saw the post about doing an advanced listing, but I don't see anything when I list. I just list and don't know if I am listing advanced or not.

I think eBay has said they have best offer on listings that are priced higher than the average for the same item?  I have not really followed this very well, so I am not sure if that has changed? 

The best way to eliminate it would be to price your items similar to other sellers.
