Ebay International Standard Shipping/Delivery Failed/Wrong Address and I get Charged?

Had a sale going to South Korea. $150 Ham Transmitter Tube plus $19.70 Shipping. I chose Ebay's International Shipping because 1) it was a bit cheaper and 2)I believed that my part/responsibility was done once package reached domestic distribution hub. The package made it to the dist. hub, and continued on it's way. Tracking then showed that package went out for delivery, but failed due to wrong address. Customer opened a request stating that they never received item. Ebay closes out case in their favor, stating that it's my responsibility to upload tracking(which I did), and package to show as delivered. How is this package not getting to it's destination my fault? I literally used Ebay's International Shipping, with the customer's address on file? I just don't get it. I'm out $169.70 even though I didn't receive that much at time of transaction/less fees and promotions, AND I'm without my merchandise??!! Am I missing something here? I tried getting someone on phone, but when they went to transfer me to dispute case, they said that destination was "offline". So, apparently, I'm supposed to wait for a message from ebay, and dispute will be handled via messaging?? Has something changed that I don't know about? Thanks, Dan.

You seem to be mentioning two different services.  "eBay International Shipping" is the service where eBay and its agents take responsibility for the shipment once it successfully reaches the delivery hub.  What you've used is "eBay International Standard Shipping" which is more like a discounted postage scheme, and sellers have the same responsibilities using that as if they'd sent the item directly to the buyer themselves through USPS or another carrier.

Just as with a domestic shipment, with eBay International Standard Shipping, you're responsible for getting the item to the destination on the transaction details page.  Since it didn't make it to that address, you're not going to prevail in an Item Not Received claim, just like with a domestic shipment.

eBay International Standard Delivery shipments are insured up to $100 for loss or damage, but I don't know if an undeliverable package would qualify for that insurance.

For what it's worth, eBay International Standard Shipping is due to be phased out in a couple of months, leaving eBay International Shipping as eBay's sole international consolidation/forwarding service.  That should eliminate the confusion between the two services.  Sorry this happened to you.

If you did use international standard than as @marnotom! mentioned you are responsible for delivery. However, if the buyer did not give a correct address, they should lose their right to use the money back guarantee. I would contact ebay customer service on Facebook or Twitter about it.

Correction: The service you used was “eBay International Standard Delivery.”

Link’s still good, though.
