Does anyone know if it's a requirement for the ESE insurance claim that there be at least one tracking scan enroute with the letter?
I got a message from a buyer they didn't get their stamps, but there's no tracking scan anywhere to indicate it was ever in USPS hands. I'm thinking in this case it won't pay out.
Does anyone know for sure? I'm not going to bother filing a claim if the tracking scan is required, just chalk it up to the cost of doing business. (Every now and again one of these ESEs has no scans at all, but most seem to scan in Buffalo NY - I mail in Niagara Falls NY).

Yes, you need at least one "tracking scan" to qualify for an eBay insurance pay-out.
The easiest way to insure that your ESEs will receive that initial "scan" is by dropping the ESEs directly into the "Metered Mail" slot in the post office lobby.
All other methods of sending the ESEs offer no guarantee of scans.

Without a tracking scan, there is no proof that the item was actually sent.

The metered mail slot is not available in many post offices.

That's what I thought, otherwise for 64 cents we could create tons of shipments that are never mailed.

Thanks, I'm marking yours as best answer since it has lots of good info about this.
I'm actually in Canada, so a courier (Chit Chats Express) is taking my letters to Niagara Falls USPS, so I don't have the option of mailing them in the post office myself.

Metered mail at many post offices, is separated so that it is not postmarked at the first sorting center and is otherwise processed identically to all other First Class Letters.
