By the end of June 2025, all EU e-commerce must be compliant, although some exceptions exist for small SMEs. Directive Article 3 should also be consulted. Will eBay will adapt their site(s), or whether sellers and small SMEs will be responsible for compliance, thereby facilitating a more inclusive and accessible experience for individuals with disabilities?
Can eBay give some insight please?

eBay has an entire department dedicated to regulations. If you ship to Europe, and use EIS, I believe they will look after everything or at the very least, inform you with what you are required to do

I have no specific info about how eBay will deal with this. I doubt eBay has much of a plan and in any event they are not going to discuss it publicly except in very general terms.
I spent some time reading (and skimming) the linked documentation, obviously eBay websites in the EU will need to be compliant (with what is not clear). No reason to believe they won't be ready and if not I'm sure "heat" will be applied.
Accessibility has never been a high point for eBay, what they currently offer is found on this page.
