Why are sellers of used guitars from Japan allowed to get away with listing the same guitar, sometimes it is 3, 4 and 5 different sellers for the same (1) guitar?

Duplicate listings are not allowed. Duplicates can be reported.
Are you sure they're not using a stock photo?

Could be a stock photo but if they are used wouldn't they each show different wear? If that was the case then you would not be getting the guitar that was pictured.

It is a used guitar and it is obvious it is the same guitar. I look at used guitars in the evening. I will have to go past 10, 20, sometimes 30 pages of guitars being sold from Japan sellers before I can find a listing from the USA.

After your 'search' is open to 'guitars', on the left you can checkmark 'US Sellers Only' and that's what you'll get

When'Search' for'Other' opens, you can display'US Suppliers Only' on the left.

Now that you have been given all these instructions on how to SEARCH, and avoid sellers from "Japan" (sort of expected you to say China), I can think of a couple of reasons why a photo for a used item may be seen repeatedly. First, ebay allows other sellers to copy and use the photos and text of another seller member now. It is no longer against the rules to plagiarize in this fashion. However, the seller who snags the photos from someone else, may increase the likelyhood of a SNAD complaint later on. Realistically speaking though, one could have a SNAD complaint even if the item is exactly as described and is the one in the picture.
If it is a very expensive instrument, there is the possibility that NONE of those 'sellers' even have the item at all. Do they all have "best offer"? Is it a high dollar item? What is the brand and model?
