In addition to not being allowed to "name and shame" here, you aren't allowed to leave negative FB, even if is with a green doughnut. That buyer can contact eBay and get that wording removed and you, as a seller, will get a defect.

Add them to your Blocked Buyer List and move on. Better for them to cancel, then to open a return OR file a claim with their credit card issuer down the road

If this is the first time you have had a buyer cancel an order on you, then you are very lucky, especially in the category in which you sell. But you should know that leaving a feedback for a buyer like you did will get you in far worse trouble than what you have to deal with with a non-paying buyer.
The feedback you left:
"It was horrible why should someone be able to order and then cancel right away this person should be penalized I'm sick of getting screwed on ebay. I'm going to start taking my business elsewhere. You just lost a good customer for life i hope [name deleted] gets banned. You guys always find away to screw me over it's not the first time he purchased it he should have to pay for it. I hadn't shipped it yet because he canceled immediately your going to lose all my business over this ebay is absolutely"
Not only did you go against eBay policy by leaving a negative in a positive field, you are also addressing your frustration to eBay which they will never see. If you are serious about taking your business elsewhere, just know that there are problem buyers everywhere. Just be glad your buyer canceled the order before you shipped rather than have received the cards and pulled a scam tactic cheating you out of your money.

Do you realize that future buyers will see the feedback you left for another buyer and will decide to take their business elsewhere? The feedback you left not only violates ebay policy but makes you look like a seller buyers will want to avoid.

Right, buyers can only receive positive feedback.
Leaving a negative comment in their feedback is a policy violation and the buyer should report it.

Well on eBay that is a policy violation and if reported the feedback will be removed and you will receive a violation on your account.

The specific law you’re referring to about freedom of speech is actually referencing speaking out against the government without penalty. This is eBay’s company, and they have the right to make rules about what is done on it.
I recently had to cancel an order. Right after buying, the buyer requested a cancellation for an item. I cancelled and moved on.
And, if you’re planning to leave over this minor issue . . .

eBay does not have the right to free speech in your living room, and you do not have a right to free speech on eBay's website. You set the rules in your house, and eBay sets the rules in their house. The First Amendment does not apply to either.

Then you're doing something wrong, if you can't withstand a few bad transactions. Everyone has them. Retail stores have them. ALL other eCommerce sites have them. My husband also sells cards, and has been scammed a few times. But those relatively small losses are a drop in the bucket, compared to the good sales he's had. You have to be able and willing to hang in there, to build a business.
