Does this sound right?

I bought an item from a seller and upon receiving it, it was the wrong item. He asked for proof and once I sent it. His reply was "I made a mistake." I asked if he could send a return label so that he may send me the other one but he said no. Just send him everything back with a receipt. And he would send me the new one, because if he sent a return label, it would cancel the order. Is this true?

No. File for a formal return through eBay – citing the reason that the item was not as described.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

@the_crystique_market  It sounds like he's trying to either avoid a defect on his account, avoid paying the return shipping, or will be able to claim that you never sent it since you didn't open a Return Request for Item not as Described. Once you open a return on ebay, they will give the seller a limited time to accept the return. If they don't respond and the seller doesn't provide a return label, ebay will close the case in your favor. You will be fully refunded and get to keep the item (that you didn't want).

You could also ask the seller to send the correct item and include a return label with it. Once you receive it, you can send back the incorrect item using that label. That would involve some trust on the seller's part that you will send the original back to them without opening a return. You can message them on ebay that you would be happy to do an exchange using this process. I'm not positive there is no downside to this suggestion. Maybe other users here could comment if it's ok to do.
