Quick question here I accdently ship the wrong item out to a buyer and they have already received the item. So I was wondering if the buyer can write refuse on the shipping label and than request a pick up from the usps website for a return package.

An unopened package can be refused. You'll have to pay for a return label if the package has been opened.

Buyer may be reluctant to do so because they lose their buyer's protection.

Yea you can do that but you don't really need to schedule a pickup. Just have the buyer give it to his mail carrier as "refused"

If it's refused unopened, then it will travel back using the original label and barcode, including a Refused status in its tracking record and update scans as it makes its way back.
If you shipped them the wrong item, you still owe them the right one, and you can't hold the right item as hostage until the wrong one is returned. (I'm not suggesting that you were doing that; I'm just sayin'...)
