It sounds like it might be a scam ... could you give us some more details of the problem and issue, so we can help you with it?

To refund customers...just go to ORDERS, SEND REFUND.    EBAY does NOT require you to "buy any cards" (sounds like somebody is trying to do a "gift card" scam on you).

If you called a phone number for eBay customer service you found by searching google, and the person you called has asked you to purchase gift cards for any reason, you are not dealing with eBay at all, but a scammer who is trying to take your money.
