There hasn't been a phone number in years. You need to go to the top of the page where it reads Help & Contact. Go from there and my suggestion is to use the chat option. You can have them call you back, but sometimes they don't and the fact they are overseas agents may carry a language barrier.

There is, but often it's better to get help here than directly from eBay. Most "billing issues" aren't actually issues but misunderstandings, and even if you have an issue that eBay needs to help with, it's better to go in knowing what to expect.
If you really want to contact eBay, though, you have a variety of options:
You can click the Help & Contact link and drill down to your issue, then begin a chat and type "Agent" if need to bypass the AI answers, or request a callback if that's offered.
Or you can contact them via Facebook, X, or Instagram:

It's been this way for some time. Most likely there is a simple explanation for what happened.
