When you require immediate payment:
If you do:
1 - Your buyers cannot make offers on multiple items and combine them in one payment.
2- Each offer is immediately processed as a single transaction so buyers pay shipping for each item. Even if you offer combined shipping discounts, this is not implemented.
3 - If buyers use PayPal, Ebay does not let them use their PayPal credit cards. They have to use direct debit from their checking account.
I canceled my purchases because of this. I wonder if buyers are discouraged from buying from me.
I have no sales - this has never happened to me before.

I don't do offers or auctions and always required immediate payment and haven't had any problems.

Depends on your product and sales strategy.
You aim for single item sales. Others have lower priced items and aim for multiple item orders.
I won't buy a $5 item if shipping costs $5 or more. Do you?

You only have two listings that "accept" offers, and yes you require the payment source upfront that is the combined shipping killer. and limits a buyer's choice of payment. However, it is only TWO of your listings, and you don't use auctions so it should not be a problem for you as a seller.
Be advised, that if you SEND offers, or accept counter offers eBay has a new plan for EVERYONE that dispenses with combined shipping as well. Though buyers are not limited in the payment options they can use, they must pay for each item separately at full shipping cost just like "immediate payment bin listings. These remain for sale until paid for, even the "accepted counter offers".
For an example, a seller sent me offers on three different products yesterday. I asked if they could combine the items for one shipping cost if I paid for all three (buyers do not have an accept button anymore). Their answer was yes......well they put all the items in one box and kept the excess, so I paid about 26 dollars shipping for three products that combined would be about 4 ounces. I am NOT a happy buyer, and hope I am over my tendency to leave red donut reviews when the stuff arrives. This has nothing to do with the buyer rules that sellers can turn off, but rather just an annoyance that makes eBay more bank.

I do not require immediate payment.
My International buyers cannot add items in a cart for a discount on shipping and send it to me for a quote.
I constantly refund buyers if purchases are made individually on my own without some asking and some who do ask.
Buyers use credit or debit cards for payments that go through Pay Pal....so a buyer only needs a credit debit card to make a purchase if the buyer is in good standing.
Never cancel a sale...that is the 'kiss of death' as a seller.
I have free domestic shipping so my problem lies with International Buyers only...and weird but some International Buyers can ask for a total shipping discount and some cannot add items in a cart and ask for a shipping quote.
So, back to Pay Pal...Pay Pal has a credit card called Pay Pal...Pal Pay has a form of credit called Pay Pal for only purchases on eBay...not a real credit card...a line of credit....I have both.
'I have no sales'...you sold 84 and have another 100 available of the same item...so it's not unique and I can buy it anytime...wonder what would happen if you listed one item and only had one item available?...or sold each item individually? Interesting thoughts?

That sucks about the way that seller treated you.
I myself always tell buyers to go ahead and purchase the items they want, and once I get them packaged up and get a shipping cost, I'll refund any difference they paid.
As soon as I weigh the package and print a shipping label, I refund them with a message stating the weight, the exact amount they paid, what shipping actually cost, and the amount I am refunding them.
I know a lot of people don't trust random strangers on ebay, but I like to think my years of feedback give people the peace of mind to know that I'm not just going to take their money and keep it all.
I don't know exactly what I'd do in your case, but sellers like that give us all a bad name. I would definitely contact them and ask about the refund, but if I didn't get an amount to my satisfaction, I'd leave negative feedback or maybe, depending on how badly I wanted the merchandise, file an INAD and return it. Because really, it's not as described if she didn't refund your shipping as promised.

As a buyer if you make an offer on an item the listing doesn't end until you pay. That is now mandatory by Ebay. What you can do is message the seller up front. Say I am interesting in purchasing these multiple items and ask if they give combine shipping. If they do just pay for the items with the shipping cost adding up and have the seller send you a refund difference of the shipping cost. It's no big deal. As a seller on most of my items I have free shipping so I don't worry about this.

Actually, the same seller sent me two more today....LOL... All of these items were on my "watch list", but the seller required the 'payment source upfront' for offers (which I wasn't going to do), and just forgot to remove them from my watch list. The seller, of course, has no idea who exactly is receiving their offers.
My thinking was if the seller doesn't trust that I will pay with a 27 year old ID, then I don't trust that they will combine AFTER I am auto-billed for each item. Good thing, because there were about 15 on the list! 15 @ $6.50 avg postage would have been $97.50 shipping for a parcel less than a pound. I didn't get taken as bad as I could have...lol...Seller missed out with their pre-payment "Auto-pay" requirement on a few hundred dollars. It was nice stuff, but not that nice.

If a seller doesn't require immediate payment, they can give a total invoice and combine shipping.

As a buyer if you make an offer on an item the listing doesn't end until you pay.

That is not correct. If a seller that does not have the pre-payment requirement 'accepts' my offers, I can request a total and get a combined invoice. I did this with three different sellers today.

My main point is requiring immediate payment is not helpful to the buyer and I wonder if that is why sales are down.
I have done less buying because of this.
Even though I don't require payment I wonder if buyers are dissuaded from shopping because of these new unhelpful changes.

I require immediate payment and my customers are able to utilize the cart and purchase multiple items at once. I have had no problems. I also don't have any more non-paying buyers, which is a big plus.
As for "I won't buy a $5 item if shipping costs $5 or more. Do you?" Of course I do. The amount of shipping and the amount of the item have nothing to do with one another. I look at the total price. It can cost more to ship a lightweight pillow due to the size of the box (dimensional fees) than a heavier item.
As for cancelling on sellers, you may find yourself blocked for that practice. As a seller, would you like someone cancelled an order? Of course not. I block buyers who cancel. Do you?

We are talking about two different situations. You are talking about sending invoices when adding items into cart. I am talking about offers being made. There is a new rule where if you make an offer you are required to pay for the item for it to end. I have lost multiple deals as a buyer because of this.

If he sends offer's ,then he will need to opt out of IPR.
