This is a scammer's lair serving low-brow alien online shopping looters.
They have developed a way to dodge any delivery scan.
Most of the packages sent to this address will not receive a delivery scan, which will increase the likelihood of refunds for non-delivery.

I will not ship any orders to this address anymore and will block all buyers from this address.

It formally shows delivered in the system. As you know, buyers can still file an INR when there's a delivery scan, but bots will find in favor of the seller when the INR is escalated.

Since delivery scans are done by the delivery service and not the receiver and you think there is a scam, I would suggest contacting either ups or usps. I am sure either of them would deal harshly with an employee not scanning items. But on the other hand your post is really very vague, especially since the address cannot be shown. Of course what are the odds of anyone here shipping to the same address

They are far bigger than a "strip mall" operation. The logistics hub, alone, is about 180,000 sq ft. Been in business since 1988. Originally started to serve ex-pats in Costa Rica, now serves most of South America and the Caribbean.
I checked and found that the company is certified as an Independent Air Carrier (IAC) and Commercial Mail Receiving Agency (CMRA) in full compliance with US Department of Homeland Security, Transportation Safety Administration and USPS regulations.
In short, perfectly legit company maligned by someone who does not know how freight forwarders work. We see it here all the time. Americans have a hard time understanding anything or anyone "international."

This actually tells nothing though, all underhanded activities are hidden behind a veneer of legitimacy.
This is common sense.
We Americans don't need to know what 'international' means.
They are all flocking into our lenient system because our loopholes protect bad guys the most.
They are inwardly ridiculing us, while we naively believe this is the emblem of us being the world's number one.
'Moving through network', you filed a missing mail search, an eBay dispute occured, and the search was in vain days after.
7 days later, eBay forced a refund.
You filed for insurance, while peddling through the insurance procedures, it was mysteriously delivered.
Refund was forced, and the item was delivered. USPS is off the hook.
You are the only one that paid for this farce. Then you could start reasoning with the system or the splendid "AI" per se.
And don't forget, They are mocking you in the dark with the "V" gestures.
I mean speding time and energy to fight with these nonsense, I'd be better off just stop shipping to these address.
