Do I have to have a business paypal account to sell on ebay?

I am trying to clean out my closet. I have some brand new and some used stuff I wanted to sell on ebay.  I sold my first item yesterday, and paypal(personal) is holding the money. I was asked to upload receipt/driver license/shipping fulfillment.... If I don't want to open a business paypal, am I going to upload my original receipt every time I sell? Do I have to open a business paypal account to receive payment?

You don't have to have a business paypal account.

Paypal puts holds on all newbie sales (up to 21 days although it typically doesn't take that long). 

Using tracking will help. Once Paypal sees that you're a seller who delivers, the holds will disappear
