I have been selling on Ebay for a long time. I haven't had huge amounts of sales, as I only did it as a way to make a little extra money. I am getting more serious about it in the recent year or two. I had to call Ebay in years past to deal with issues. Both times Ebay customer service reps were knowledgeable and quickly helped me solve my issues even better than I had hoped for. Both these times were probably 10 to 7 years ago. So this week I had an issue and called Ebay twice. The customer service reps did not seem knowledgeable at all, it was difficult for them to understand my problem, and neither could solve the issue. One said they put in a ticket to get it fixed (whatever that means as nothing came of it) Ultimately, thanks to the community's help, I ended up solving my own issue.
The Chat feature on Ebay does not seem like a real person either. It seems to give automated answers based on what you type in just like help does. I even ask it if it was a real person and they never answered.

Many have reported having better luck by contacting eBay on social media. Seem to be more knowledgeable (and US based) agents there that usually get back to you within 24 hours. Might try that the next time.

And sellers can use eBay's "business" Facebook page:

Sellers should always send a private/direct message rather than just posting on the page or sending a general tweet.

I absolutely loathe calling eBay C/S... but agree with you that many years ago it was not unpleasant.
I've had to contact eBay only once since the pandemic began. I messaged through their facebook page. Concise, coherent emails came quickly from qualified Reps. You can even reply to them, and can have your issue escalated to decision-makers. In my instance, I shared 3 emails with 3 different Reps, but it was handled quickly. Good luck to you.

In the Chat box, click on "See more", may have to scroll down a bit, then "Contact Agent" - you will get options to chat with a live agent or have one call you back
OR-
Type in "Agent", then hit Send in the Chat box - same options come up .
I chatted with 2 agents the other day, real live agents, and they were very helpful, professional and gave me all the info I needed.

I had to contact Ebay customer service because I was not getting any notifications on bids on my auction item. The customer service rep knew less about Ebay than I do and I don't know much. She was zero help and could, in no way, solve my problem. I'm left still wondering why I'm not getting notifications.

I'm pretty sure that there is no option to get a notification every time you get a bid on one of your auctions. Here's the page where a seller can set up their communications options:
