Why does Ebay allow digital (fake) sports cards to be sold, but not ACTUAL digital movie codes?

eBay allows very few digital items to be sold and by very pre approved sellers.
By digital movie code, do you mean the code that’s often included with a DVD or Blu-Ray?
If so, those cannot be sold separate from the DVD or Blu-Ray.

I would assume that the original purchaser of a DVD/Bluray is the only authorized person allowed to download and access that digital movie code, only after they have purchased the right to do so by purchasing that DVD/Bluray in the first place?
Selling 'just the code' would be copyright infringement punishable by xxxx.........
eBay doesn't allow anything 'fake' to be sold.
Does it happen? yes
Are there Millions of listings listed every day? Yes
Can eBay or any entity "look over" every listing created and posted? No

Because most digital movie codes are licenses that are tied to a physical product, and selling them without the physical product violates the license agreement.
And eBay does not have the knowledge or the desire to try to render the correct judgement about the status of each individual one.
