Hello,
I haven't used eBay in a while and I wanted to know if I missing information about scams.
I listed an item for $79.99 buy it now or best offer, and within 10 minutes received an offer for the asking price of $79.99.
This seems a little suspicious to me and the account doesn't have any ratings and was just created today.
Any thoughts or information would help!

Doing it that way would nullify an immediate payment requirement.
But if it's a new user, probably just not familiar with the site.

There is no indication this is a scam. This is eBay fulfilling its function as a sales platform, working as intended. It could be your newbie buyer does’t know they can buy this outright.
It is easy to get caught up in the worry over potential scams when the truth is that most transactions go off without a hitch. Most buyers are honest. So the percentages are in your favor. It could be your newbie buyer doesn't realize they can purchase this outright.
As for the new buyer, low to zero feedback is not in itself evidence of a scammer. Should i be suspicious of you because you have no sales history on this account? Should i not buy from you because of it?
Scammers will always tip their hand. So until such time comes to pass, it is more beneficial to focus on the actual events rather than worry over something that might happen.

Don't reply if they ask you to "text" them or call. Don't change the shipping address, and don't ship until you are paid (not from an email message). Do not ship to New Castle, Deleware.

An offer for the BIN amount, while not conclusive, is definetely a red flag.

This has happened to me several times already. I accepted the first 2 times and eventually had to cancel after 4 days of not being paid. Now I reject all offers that seem suspicious. I had to turn off offers on some items which sucks but it's better then being scammed. All they want is your phone number I'm assuming to try and get more personal information.

When you get that message that says you been paid: check your payments and see if you really have.
Most likly a scam trying to get you to send free stuff man....
