I create from empty liquor bottles. Is it okay to have stickers on designs that do that? Is it wrong to have a sticker with the brand name of that liquor? Can such designs be sold through eBay?

If the company that owns the copyright on that label and/or the bottle and has a reputation to protect, is a Vero member with eBay, they can demand that eBay remove your item for using their copyrighted items as the basis for your items. That can get your item removed and you getting a defect.
For example, if you don't beleive it, there is a direct statement in Disney Corporation's vero account saying that homemakers can not make cute doll or bear clothes from Disney fabrics that use the images of the doll/bear to increase the value of the clothing.

If the bottle held liquor in it-No. Not without a liquor license for any state you might sell to.

OP, it is all up to the company. I would guess eventually one of them would be a vero member and have your bottle removed.

Certainly you can sell your creations here. Below is the Alcohol policy on eBay. It states quite clearly that alcohol containers can be sold as long as they are empty. See link below. I myself have sold lamps made out of vintage liquor bottles. No issues with those transactions. Good luck, and love your creativity.
