My ebay store seems to follow a simple template:

http://stores.ebay.com/Decal-Vantage
But I see a lot of stores that look more customized:

http://stores.ebay.com/Hobbies-Depot-Collecting-Supplies
How do I gain access to design a fancier store? Is it a subscription upgrade?

I’m in the opposite position. I am the boss who has underlings constantly coming to me with whiz bang changes. And boy are they disappointed when I shoo them out of my office.
One need only look to these boards to see all of the vociferous complaints that are vehemently expressed whenever eBay makes a change.
The simple truth is: NOT ALL CHANGE IS PROGRESS!

You either pay a listing designer to create a custom storefront and templates, or you buy a pre-packaged one ... or ... you write the code yourself.
Google "eBay Store Design"
Be aware that eBay has made lots of changes regarding active content, links and mobile friendliness ... some of the older templates are no longer compliant.

Bells, whistles and fancy templates don't sell items.
Good pictures, clear concise descriptions and good pricing, coupled with good customer service, do.

The only change I would make would be to take the 101 items you have listed under "other" and sort them into folders. That will make it more likely to sell. When I click other and I get a jumble of unrelated products I stop looking.
Beyond that - leave it the way it is.
It is easy to search by item and that is what you want.
You originally asked about a "more complex" store. Ask yourself (or your boss) WHY?
The more complex it is the harder it is to find anything and your potential buyer will give up and move on.
