I sent a couple of packages to buyers using international forwarding addresses. Both were to 6215 NE 92nd Dr. in Portland Oregon. The tracking stops on both with the packages being processed in the Portland USPS facility and don’t show as “delivered”. Do you ever get a delivered status when shipping to these addresses? I know seller obligation stops when they reach that address. I had a buyer report a non-delivery.

Your orders were within USA from an overseas buyer and not for an International delivery.
You were instructed to ship/ deliver items to Oregon and tracking shows that items are delivered and what happens from that point on does not effect you.
A buyer claiming non-delivery is a matter between him and his forwarder. Simply advise him of tracking number and copy and paste status as shown on track and trace website.
Buyer has the option of opening an INR case and you upload tracking and state item shows delivered and eBay will close the case without a refund to buyer.
If buyer opens an INR case on Pay pal then you upload tracking number and status on the case (Delivery address must be same as shown on Pay pal's payment) and case should close without a refund to buyer.
Pay pal cases take much longer to close than eBay's

The tracking needs to show that it was delivered to the Portland address.
So far your tracking does not.
If the buyer opened an INR case you need to manually enter the tracking
into the INR case and hopefully it will show as delivered before the case closes.

You may need to re-think that. It is no longer true.

Thanks for the reply! Only problem is that for both of them I shipped to that address they don’t show delivered. They were sent on different dates so not sure why they would both show up without the confirmation. I may need to ask at the post office.

Thanks for the reply! I think I’m going to reach out to the post office. Been a month on both of them.

Appreciate the reply! Is there a way you can opt out of sending to an international buyer with a US forwarding address? It seems more risky if you lose that protection.

Start a Missing Mail Search for the packages on USPS.com. They probably take a truckload of stuff to that place everyday and must have missed scanning those. I have had this happen and when I filed the Missing Mail Search the USPS marked it as delivered pretty quickly.

Once you are in Managed Payments, you can no longer deny payments from international payment sources. The block in PayPal only prevented the buyer from paying. You can. of course, elect not to ship but that is a very slippery slope here. You get paid, ebay expects you to ship. Cancelling a sale to a "reshipper" is NOT one of the choices either that is generally allowed without unfortunate consequeces. It may result in a serious "out of stock" defect for which you are only granted a few before your account is limited forever. Save them for the most obvious scam indicators.

Exact same thing with me. Exact address. I researched this address and many online sellers on various other websites are claiming many credit card charge backs... and losing their merchandise. So from now on if it's a third party shipper.. which WE NEVER KNOW UNTIL AFTER IT SELLS.... THANKS EBAY.....COSTING US TIME MONEY AND RELISTING. IM JUST GOING TO CANCEL THE TRANSACTIONS. I DO NOT SHIP INTERNATIONALLY ON MOST ITEMS YET EBAY DOESN'T PROTECT US AND ALLOWS THESE SCAMMERS TO SCAM US
SO.. IM NOT LOSING MY MERCHANDISE TO THESE CHINESE LOW LIFE CRIMINALS. I'M JUST CANCELING. ID RATHER RUIN 5 STARS THAT MY LIFE BECAUSE EBAY DOES NOT STOP THIRD PARTY SHIPPING.. OR LET US SELLERS KNOW THEY ARE THIRD PARTY AND AUTO BLOCK THEM FROM BIDDING.

This thread is over 2 1/2 years old and it appears the OP doesn't sell much anymore, so I doubt they'll be replying. Should you have any issues or concerns it's always a good idea to start your own thread. Lots of great people here who can help & advise.
