Customs Tax Charge using eBay's Global Shipping Program - Just seeing if anyone else has had this happen when using Ebay's Global Shipping service. They post a $14.00 price and they do not charge it immediately. So I always keep at least 14 dollars in balance for it. But this time eBay charges me $25.00! There is not explanation except cost for eBay's Global Shipping Program using eBay International Standard Delivery. The buyer only paid 20.50 for shipping total. Here are the order details

You did not use the old Global Shipping Program.
You did not use the new eBay International Shipping Program.
You used eBay International Standard Delivery (it says so right on the information you pasted) which is basically a way of getting discounted USPS rates on items sent through USPS. Your item was handled through mail consolidation shipments through the postal system in a manner similar to you simply mailing the item directly to the buyer.
According to the information you pasted, the eBay International Standard Delivery service will be discontinued in the next few months and the new eBay International Shipping method will replace it. Many sellers are using it already. But you're not.

I will not be using any international shipping if eBay steals my money again. Something else is wrong here besides word salad. I go to print another label there is nothing about eBay International Shipping method. There is this. So I used what ever; there is nothing else like you say. Its says "I have to do a thing" So forget about the word salad arguments and explain why the cost went from 14.00 to 25.00. I choose what I choose because it was all that was offered from ebay; nothing about the price changing on their whim to 25.00. Which is way over what the customs due actually is. Do not worry, I do not expect you to know the answer.

Where was your item going, how much did it weigh and what were the dimensions? EISD goes by dimensional weight so if the package was large that could change the price.
If you have already been billed for the shipping it must have been mailed a while ago?

It is going to the Netherlands and the buyer has long term excellent feedback. Probably someone who does not mind paying whatever it is to get the item including shipping and VAT that cost more than the item.
Update - Evidently the eBay person I spoke with the first time "Rose" lied to me about it being a customs deal. The new call was listened to well and forwarded to shipping and shipping department looked into it and says it was because of the size of the package was more than what I stated in sale. The item is mothers gold star pin about the size of dime that I packed into a piece of solid foam with cardboard taped over on both sides in a 6 by 9 inch envelope. In order for their cost to jump to 25.00 as stated by shipping center, they would of had to taken item out and repackaged it in a large shipping box! When one searches videos of this shipping center in Kentucky uploaded by whistleblowers you can watch them doing just that and a whole lot worse. eBay shipping person stated rest assured that they will no longer be using this company to do their International shipping come Sept. So how much you wanna bet, that company is pulling this kind of stuff because they mad about the truth being exposed and loosing their contract with eBay??????????????? eBay selling dept person stated they will be crediting my 11.00 dollars to my account sometime today. We will see and I will let you know if they give it back.
Thanks for letting me know that I had to opt in for the new ebay international shipping program. So it does not go to a place in Kentucky when you ship using it? Where is their new international shipping program center located now?

Rose didn’t give you the right information, The person you just talked to got some of it right. I’m sure that ebay international shipping does not repack items and even if they did, the shipping cost is figured out when they receive it. I’m not certain but I don’t think that the service you used goes to the same place in Kentucky as global shipping did. International standard goes to a few different hubs, not just Kentucky.
Global Shipping did repack some items but since the seller only paid for domestic shipping that would not affect the seller. If you use eBay international shipping the packages go to IL or CA. The seller pays only for domestic shipping.
I would be surprised if you receive credit on your shipping but strange things happen. Technically you are only out less than $4 since the buyer paid over $20.

...something is still awry with this.....
the shipping gurus that hang around might be able to help...but I can't even fathom "repackaging" an item as you describe in a box that is large enough to change the DIM weight of the shipment.....
I have had 2 shipping charges increased when I got the 'bill'...but each time I produced the receipt from USPS on check-in and both were credited back to the "estimated" pricing......

Sellers are not charged anything when they use eBay's shipping whatever it is called at the time of printing eBay International Standard Delivery which is International not Domestic. They are charged the day the shipping center repacks the item and ships it to our customer. eBay was telling me this was about custom taxes when I first called. Sellers can add whatever they desire to shipping cost when listing Internationally. Sellers have other shipping expenses besides postage cost for instance eBay charges a percentage on shipping which is an expense and in business, expenses get transferred to the buyer. First class for this is 18.57 so 20.50 does not even cover my expenses when ebays cut is accounted for.
eBays, Rose lied to me about it being about customs taxes that the buyer had not paid and that "I would get credited when customer picks it up" Hogwash, I am glad I did not wait the two weeks to see before I called again ready to talk to a supervisor. I am glad Tanisha got me to the right person who told me the truth about the shipping center repackaging it being the issue. FYI folks watch out this could happen to you! Stay calm and demand to speak to someone who listens and understands the issue and demand your money back!

I realize how it all works in the years that international standard has been around, I have never heard of a package being repackaged and the seller being charged more. As mentioned earlier, global shipping did sometimes repack and the video that you saw would have been for the GSP.
Regardless, I hope that you get your funds. It is frustrating when something like that happens.

Yeah, I got my money back. The new center is in Illinois. Kentucky company lost its contract because of the videos via whistleblowers. Whistleblowers have no incentive to lie. The new program seems a lot better. https://www.youtube.com/watch?v=m2ZurhhFvEs - explains it well.
