Hello. So I'm in a situation I've never been before. My buyers item that is worth $1100 is being held for missing paperwork. It has been there 2 weeks now. I used EISD so I used a USPS label on it to the consildation center and did custom form correctly before including the amount and tariff code. Who do I contact now to get the France customs the right forms that I have no idea what is about? Thank you.

Does the tracking say they are waiting for paperwork or is the buyer telling you that?
Perhaps they are just waiting for a payment of duty? I’m not sure how you would contact anyone there but the buyer might have better luck doing so.
Have you checked the tracking number on parcelsapp.com? The tracking there may give you more information. It also may gave a link to the French carrier’s tracking which may also have more info.

Maybe it has something to do with the product you clearly resold being marked not for resale?

Sounds like you did not use eBay international shipping.
Your buyer is probably a scammer. They don't want to pay the tariff fees in order to pick up. Did you ever look at their profile before shipping?
Consolidation center? That tells me a freight forwarder.

If you had of used EIS to ship, Ebay takes full responsibility AFTER your item is accepted and the Ebay processing hub. For the future you might consider using EIS as the benefits of doing that are really good for sellers. Just as this issue you are having, Ebay would be responsible to take care of it.
EIS is a great program. I encourage you to read about it and decide for yourself if it will work for you. It takes almost all the risk for international shipping off the sellers.

But of course that doesn't resolve your current issue. If the item is being held for "missing paperwork", however you informed of this hopefully also contains info on how to either contact them or get clarification on what is needed and where to send it. If it was your buyer that got the notification, then have them check the information they have on how to respond and clear up this matter.
Have you looked at your tracking on this package. Sometimes there is some little statement made on the tracking that helps you resolve or at least give you more information.
