Customer Service?

Simple question here. Did Ebay eliminate their customer service department? Is there still a phone number to call to speak to a HUMAN? Not all issues can be resolved electronically. Thanks

I ask you convincingly for help on the product:
ORDER NUMBER
16-07039-40402 for which I paid, but the seller did not send! We mutually decided to cancel the purchase - but the seller hasn't done anything so far and there is no cancellation and no refund! My messages are not answered by the seller or ebay help!

You can open a item not received request on the day following the last estimated date for arrival for a refund of your payment.

Talked to Help Desk yesterday....just follow prompts "stating problem" and then go to bottom of page REQUEST CALLBACK (enter your phone number).
