Customer Service is literally non-existant

I sold and shipped an item overseas through Ebay's Foriegn Shipping program It arrived at Ebay's site but never made it to the cusomer overseas.

I provided tracking showing that I shipped it. Ebay finds for the customer and says I didn't provide proof of delivery... (Even though i did).

Then they deduct the original purchase price from my account so I am out my merchandise and the money too.

And there is apparently NO WAY to contact ebay over this so I can dispute it.
I have seen BAD customer service before but this is NON-EXISTANT customer service.

Are you saying that there is tracking proving delivery to the freight forwarding service, the one that used to be called the GSP, but evidently has a new name? 

When it was the GSP, the buyer's only responsibility was to get the package to that location.  Has that changed?

I'm not sure what you're enrolled in now or how you sent it, but under the GSP (global shipping program) as long as the package go to the US hub in KY that was the end of the sellers responsibility. The seller is covered.

Appeal the decision, stating it has been delivered and giving the delivery confirmation #.

I looked at a couple, and it looks like eBay International Standard Delivery  (EISD).   This is the one that has no seller protection other than the $100 insurance.

Please check to see what shipping program you actually used.   Since they are doing away with the Global Shipping Program, and replacing it with another 'eBay International Shipping', people are confusing the programs even more than before.
