I have a customer return that I'm not sure what to do about. They purchased from me an RCA multi-directional digital flat antenna. I Received a message from them saying that due to where they lived the antenna was not strong enough to pick up the channels they wanted. They now want to return it. I told them they could, but when they did the return they chose the "item doesn't work or defective" option. Which means I'll have to pay return shipping. The item does not in fact work, just not for their location.
Just looking for some opinions here. Should they be able to choose that option or no?

Just so you know how ebay works, the antenna may work just fine. It may not work fine. It does not matter. If the buyer says it doesn't work, you have to pay to "maybe" get your item back. They can send back a phone book or an empty box, and ebay will still snag your PayPal money for a buyer refund.
Some buyers are honest. Others will lie. The result for the seller is basically the same.

If eBay can see that it’s clearly buyers remorse you should be able get customer service to change it so that the buyer pays for return shipping.

I've bought 4 or 5 antennas like that , all different brands and none of them would work in my location.
I ended up taking them all back.
It could be the buyers location or it could be the antenna is defective and doesn't work.
Unless you tested it, you can't say for sure that it did work correctly.
I would accept the return and test it when you got it back and if it does work, relist it.
