The listing tool has today started listing prices in DOLLARS. How can I get back to Pounds?

Which domain are you listing the item on? If you are using the US domain the price will default to dollars.

I have always been UK based so if I am now on the USA domain how did I get there and get back?

It's not about which domain you are based on it's which domain you are trying to list the item on. This one for example appears to be on the UK domain. Log out and log back on and see if that clears the problem.

Any eBay seller can list on any eBay site, if you want to list in UK Pounds you need to list directly on ebay.co.uk, if you want to list in US Dollars use ebay.com, if you want to list in Euro then ebay.de or .fr or .nl etc.
Since you are registered on the UK site you will receive payouts in UK pounds no matter which site you list on but when you list on a site other than .uk YOU have to pay an exchange rate (3%) whereas if you list on .uk it is the buyer (if they are outside the UK) to cover the currency exchange charge.
