Could be either. I do all of my own HTML without an outside programmer. I routinely include hot links to similar products sorting them by key word descriptions. Not as elaborate as what you have referenced, but active links notwithstanding.
So for example, if you look at one of my jigsaw puzzles for D C Comics, there is a link that will bring up EVERYTHING I have related to D C Comics. Not just jigsaw puzzles, but coffee mugs, figurines, etc.
I do it that way because as I add additional products they are automatically included in the search,. Whereas, in the example you showed, the list is static and unchanged as new items are added. Personally, I like my approach better.

How familiar are you with HTML coding?
That is what it will take. It would help to have an html program so you can play with it and be sure that what you see is what you want before posting it.
If HTML is beyond you then basically you're out of luck. In this case it is more than just basic coding.
