Once in a while I get an offer from a previous buyer that I think is too high(stupid me right?) Since I like this buyer can I counteroffer with a lower price? I've been meaning to try it will the system accept it? Anybody tried this before? thanks.

Responding to an offer with a lower offer does work but may confuse/complicate the buyer. Maybe send them a message letting them know so they are not taken back. You would probably be better off just lowering the price.
Yes, it is easy to confuse customers if you negotiate for them. IMHO YMMV

What do you mean by "too high?" Sometimes scammers will appeal to sellers' greed and offer more than the item price then try to get the seller to accept payment outside ebay with a fake "receipt," often from Paypal.
Please clarify what you mean by a too high offer.

@albertabrightalberta They have had an offer sent from a repeat customer and want to give them a better deal than what they offered. Nothing nefarious.

I know what I'm doing its not outside Ebay I will only offer the lower price to repeat buyers. Thanks!

This is another way of treating our repeat buyers well. It’s often done by removing or reducing the shipping charge = the same outcome as lowering the price in this circumstance.

If I am not mistaken, when you do counteroffer with a different price (higher or lower) the offer is open and needs to be accepted by the buyer even though they sent the original offer. This will extend your offering time frame and may confuse the buyer if you do not explain why. Use this as a way to communicate with your buyer as a reward/thank you before sending an offer. IMHO
To clarify. If you change the best offer request (higher or lower) it will not automatically accept if your offer is lower than the original offer from the buyer. It restarts a new offer agreement.
Taking care of your customers is a great way to keep them but let them know how much you appreciate them with a message beforehand. IMHO
