I am the SELLER, but eBay is talking to me as if I am the buyer. I don’t understand

I'd make sure that it IS the item you are selling and not a similar item you were watching (or more recently, possibly even just looked at).
Sellers sometimes watch items similar to their own to see what it sells for. And sometimes they receive offers from sellers of that item. They then think it's an offer for THEIR item. It does happen.

Just one of the many reasons I use a buying ID -- I currently manage four eBay selling IDs, one for my employer and three for myself. Keeping work & personal separate is location-based (I do no work from home and no home activities at work, and my cellphone connects to my buying ID, none of my selling IDs), but keeping my personal IDs separate is browser-based: Firefox, Chrome, Edge, and Opera. The browser I'm using tells me which account I'm logged in to.

Some of these messages are simply copies of what the buyer receives so eBay is talking to the buyer with a cc to you.

the message still makes sense
if your offer is accepted you will receive funds to your visa

This happened to me today as well. I am the seller, and received a message from ebay stating "Thank you Kathryn, we've sent your counteroffer to (potential buyer). If your offer is accepted, you will then need to make payment."
I messaged ebay and asked them to fix this error, but have received no response.

Exactly.
Second Chance Offers are similar: if you send one out, the confirmation copy you receive will show you what the buyer is looking at; you are not the intended recipient.

Sellers can only receive payments through eBay Managed payments and those payments are sent from eBay to the seller's bank accounts not to a Visa card unless it is a debit card associated to the bank account.
