Counteroffer Settings - Something Changed

Something must have changed recently.  A while back I had a setting to do not allow counteroffers checked. Now on every offer I send I am getting a counter offer.  Can someone please tell me where the setting for not allowing buyers to counteroffer might be?  I've been looking for a while today

When I send an offer, it is right on the page I send the offer from:

I'll have to look.  It used to be a setting
