Please explain: There are hundreds and hundreds of stores on eBay that sell repair manuals, either on a physical USB or СD drive, or simply by providing downloads link. I also have some rare and interesting manuals that I bought earlier that I would like to sell. But as soon as I list them, the robot immediately deletes them with a message that this is due to Counterfeit items policy. Support is absolutely incompetent - they only use standard scripts and phrases, and reject any appeals regarding the listing. Although I prove that I have all the rights to such items and that they are permitted for distribution and sale. I am already tired of writing to support 10 times - a waste of time and nerves. At the same time, everyone else continues to sell similar goods for many years. Moreover, this is done by ordinary sellers, who have all their goods mixed up, and not by specialized and exclusive sellers! Why such discrimination!? I have 100% positive feedback and more than 2 years of positive experience in another group of items, i.e. I can't say that I'm a newbie. But Ebay is frankly disappointing with its selective and unfair attitude, as well as absolutely incompetent support that does not try to solve the issue, but only formally exists.

So, they are physical copies.
If they are OEM from the manufacturer, then listing them shouldn't be problem.
Check categories you are listing them in. I can't think of any reason why original repair manuals would be removed.
Maybe someone else has some ideas. Obliviously something is wrong if eBay is pulling your listings.

If I were to guess, I'd say it is because you are selling from Ukraine and drop-shipping items from China.
Nothing personal against you... but eBay's algorithm probably assesses that you are potentially a greater risk than eBay is "comfortable" with.

that's the thing, I wanted to get away from it with everything necessary and officially sell what I have in Ukraine (many different manuals) without violating any eBay policies, as others do. I could send them on a physical disk from my location, or provide a download link. I have repeatedly explained all this to support, but in response only general phrases according to the script. It's a pity that I have poor spoken English, so that I could talk to support on the phone, and unfortunately there is no Ukrainian-language support on eBay, although there used to be.

Are you permitted to open a new eBay selling account? Perhaps try that and sell items only that you have in your personal possession.
Sellers from Ukraine are, for better or worse, held to a different standard by eBay than are other sellers.
There are many who do fine on eBay. But given that you already are under scrutiny, drop-shipping from China does not help.
When eBay's computer see Ukraine and China juxtaposed, I am certain alarm bells go off.
Your written English is excellent, better than many Americans who post here.
Here in the US we have the option of contacting eBay through Facebook (Facebook/eBay). If that is an option for you, I would give it a try.

I understand... there is no morality or justice on eBay.
Computers make all these decisions; there are millions of people who sell on eBay, all with unique circumstances. eBay has no resources to address each person individually.
We all have to deal with it in different ways and at different times.

Can anyone there tell me how I can get in touch with a Ukrainian-speaking, or at least Russian-speaking person from support, so that I can talk to him on the phone. A long time ago I managed another Ebay account of my wife (it showed itself very well in sales) and they called me from Ebay, from the Baltics, I think, and we talked for a long time. How can I contact support in my language now?

I think I can't open another Ebay account without violating Ebay policies, especially since it will be from Ukraine again and there will be restrictions again. My main thought is that I don't want to do any dropshipping, especially from China, but sell what I have in Ukraine. i.e. I want to change my model in accordance with Ebay policies, but it doesn't give me this opportunity ))

@funfinitystore: That is the problem. You are allowed to sell the original, physical books. You are not allowed to duplicate them, such as by scanning the pages into PDF and then selling disks, thumb drives or download links, because then you are acting as a publisher when you do not own the copyright and do not have distribution rights.
So if you list and sell the printed manuals themselves, you should be fine. Do not offer digital distribution instead, because that is where you will have problems.

Again, similar manuals and workshops of various types have been sold by probably 1000 other sellers for many years (according to analytics by various applications and manual market searching), and who are definitely not official publishers or resellers judging by their inventory. Both digital and printed manuals with binding. And eBay allows others to do this. When I say, let me print with binding and send - such listings are also blocked.
