Is there a list of Consignment companies or someone that will buy entire collections and then just sell them at their leisure? It looks like many rules have changed so sellers don’t want to sell for others as much.
I live in Waco TX area but could travel to Dallas if I could find the right person to buy or sell large collections of Dept 56, Hallmark ornaments and Canadian Coins. Any advice? Thank you

There are millions of sellers on eBay. Some are small time, picking yard sale types. Some are large sellers.
In the middle you have people like me, who are willing to buy collections, and bulk.
Generally, we don't advertise or put ourselves on some "list". The best way to find someone like us, is to advertise what you have for sale, and indicate you are looking to sell in a bulk sale. FB, C-list, or about any way like that, will get you hooked up with someone or multiple buyers.
I'll be honest with you upfront, and tell you IF you have looked up the market value of your items, don't expect to cash them out for 80% of their value. You will be sorely disappointed if you go into this thinking you are going to get most of the worth of your items, out of them, selling off collections. If you want the bulk of the value, you will need to sell the stuff off yourself.

Your best bet is to use an online platform that is conducive to where the potential Seller would meet with you live - especially for the items you describe. Most Sellers will want to see the collection before they commit to it. Especially, if you expect to get much out of it. Have you inventoried/cataloged the items? Pictures? Personal Collection or former Retail Inventory?
Late 2019 we bought out the remainder stock of a Hallmark store that was closing. We are still going thru huge boxes to glean what we intend to sell and what we will sell off in bulk lots. We sell most of those lots on FBMkt. I see a lot of these types of ads on there and we like it as we can use paypal. We have not used it to buy due to inventory we currently have, but likely could/would in the future. Good Luck.

I don't think it is "rule changes" that has made people not want to sell on consignment. I think people have simply found that it is not very profitable.
