Is there a list of Consignment companies or someone that will buy entire collections and then just sell them at their leisure? It looks like many rules have changed so sellers don’t want to sell for others as much.
I live in the Waco TX area but could travel to Dallas if I could find the right person to buy or sell large collections of Dept 56, Hallmark ornaments and Canadian Coins. Any advice? Thank you

One would have to be very brave to get into consignment selling on eBay.
First of all, experience has told us that most owners value their items higher than their actual value.
Secondly, buyers have 180 days to open an item not as described case with Paypal, which means that the seller has the option of losing his money for up to six months.
It's not that "many rules have changed" (other than MP), it's that it's, at best, a risky business to sell for others and many smart, experienced sellers prefer not to take that risk.
May I suggest Craig's List or Facebook Marketplace?
