As others here may know, my thoughts on increasing "visibility" are rather simple. You sell, you get feedback from satisfied buyers, you sell some more. You sell, your buyer gets item and decides to not leave you feedback (a non-feedback leaver who 99.5% of the time, you'll never sell to again), you sell less....at least if you're not constantly switching up product categories in what you list. Feedback determines who your buyers are, and how many you will get, because feedback gives your listings priority in search results, category for category.
Buyers who leave no fb despite being 100% satisfied..... are next to useless in my opinion.

I do not use Promoted Listings on eBay...tried those out on another site years ago and after nearly a year, not one sale could be directly attributed to the use of PLS. I will not use them on eBay where my fees are already more than sufficient...I will take my chances with whatever visibility my listings are given...

I think it's safe to figure that the more money you make eBay the better they will treat you.
We usually choose a small percentage and, really, it isn't all that much for better search placement. Over half our sales are promoted.
And, no. We still don't like it.

How do you get good visibility with such a low ad rate?

It just depends on what you sell. If you're in a highly saturated category like I am, it's pretty much required. Around 70% of my sales are PL's. I experimented quite a bit when it first came out & in my category, I have to promote virtually everything & with a pretty high rate, but it pays off.
On my campaigns, I typically pay about $100 in ad rates for about $1200 in sales. My average rate is around 8%.

Have you ever considered buyers can see both listings and think "should I sock to the seller or not?". At least I've had that thought sometimes.

Can't successful sellers bounce ideas/questions off one another? That's one of the reasons the boards exist. In fact, many years ago, that's 99% of what the boards were, not too many newbies asking questions back then. I see no issue with asking your fellow sellers about their experience with a feature you haven't used.

Not worth it.
Its like clicking a off switch most of the time and iv toyed with it in a number of ways, new listing getting viewers just red-lights it..
Items getting bids and viewers hit promoted just ties it to an anchor ⚓ and tossed it off the deep end.

Promoted listings are required now unless you want to lose half of your visibility.
Top four search slots are promoted listings.
eBay knows the problems with PLs, but doesn't care because it boosts their bottom line while the ship sinks. I've given plenty of feedback on this dating back to 2019. Feel free to view my post history.
eBay wants you to force higher prices on buyers. Completely against the reputation eBay has built.

@my-cottage-books-and-antiques wrote:...the fact that ebay shows my items on other pages IS an inducement, since I suspect (better traffic reporting would help here) that many of my PL sales are a result of that placement....some things are priced low enough that they can be impulse buys if shown on another page.
That is exactly why I promote most listings and likely results in a large percentage of my PL sales. My margins are sufficient, even on many of my low-priced items, that the cost of PL is insignificant.
