EBay frames their policy as a Protection against fraud, which is true enough.

Not mentioned is that  an off-eBay sale is one that means eBay doesn't get any fees.

Many sellers use eBay as an advertising site, putting a flyer, business card or special price list in with the shipment of an initial on-eBay purchase.

Does it put your ebay account in jeopardy if you do so? Person is saying it doesn't.

Yes it can. Just stop talking to them.  Think about why they are insisting you do this.

If the Buyer is insisting on an off-eBay purchase, he plans to cheat you.

 Stop communicating.

Archive all his Messages.

Delete any emails to your private email address.

This is a red flag.
