This has always been an issue, I'm just finally pointing it out to add to eBay looooooong list of MV listing flaws.
In a listing, I offer cheaper shipping for each additional item after the first item. That works fine as long as a buyer only buys multiple quantities of 1 variation. But when the buyer chooses, for example, 1 quantity of two variations in the same listing... the full price shipping is charged on both items. This can't be performing how eBay intended right?
Buyers sometimes accuse me of false advertising because of this, since the shipping section clearly shows the discount (and it doesn't say that purchases must be the same variation). I always end up refunding them the discount on PayPal... but now I just paid more FVF for nothing. It's a small amount, but it adds up due to the amount of buyers who buy multiple variations from me.

For those listings you should be able to set up specific combined shipping rules in site preferences / shipping preferences. Right now it looks as if it might be set up to just give $1 off the second item when 2 different items are purchased. Or is that $1 shipping promo set up elsewhere?

@sam9876I offer 3 shipping services. First Class, Priority, and Express. Not to mention shipping for international countries (also with 3 services). Are you saying you would just put free shipping on all of those? I'm not just asking this question for First Class domestic shipping. You'd be losing a ton of money. Or if you raise your prices to cover international shipping costs, no one within the US would pay those outrageous prices.
@pjcdn2005Yes I have a shipping rule testing out the 1 dollar off for additional items in that exact section (where it gives the green text advertising the discount in the shipping section). At the same time I also have shipping discounts shown in each individual listing (which shows the exact shipping price for the first item, and price for each additional). For instance, I'll have a listing that has a 1 dollar off each additional item for First Class shipping in the listing that also points to that flat rate combined shipping rule. I've been noticing if one overrides the other, or do they give simultaneous discounts. So far I haven't noticed any purchases that received both discounts... I believe the buyer got one or the other. I guess I have to play around with them to figure out what works.
Flat shipping rule allows the discount to span thru different listings. But it doesn't help if I want to create a larger discount if the buyer chooses Priority Mail rather than the default First Class Mail. I.e. 1 dollar off if you choose First Class Mail, But 3 dollars off if you choose Priority Mail.

There is no reason to offer three options on domestic shipping. Pick one and ship for free.
International shipping has nothing to do with free domestic shipping.

So how does your solution of offering free domestic shipping, but not international shipping, (despite you not mentioning this earlier) solve my issue about combined shipping discounts? Some of the buyers who accuse false shipping advertising are international too.

If you ship for free, there isn't anything to discount.

Correct.
There is a domestic shipping section that you can set to free shipping.
There is an international shipping section that you can set to any amount you want.

Yes, this issue was mentioned in my original post from the very start... Buyers (including international) are asking for discounts. How does your "Free shipping (domestic). Problem solved." answer solve my original issue then?
