I sell many small items and many buyers purchase multiple items. I offer combined shipping and when necessary, I issue a shipping refund for the overages.
However, I cannot seem to print packing slips for the combined shipment. The packing slip prints only the first item. A packing slip is an important component of my shipments, as it details what should be in the package.
The invoice prints correctly, but the packing slip doesn't.
How do I fix this?

I have been complaining about this in my feedbacks on each shipping label since the problem started. All I have figured out is to first print each shipping label separately, trimming as needed to decrease weight or size, and bundling them together as a packing slip. Then go to bulk ship the orders and you should be good to go. I know this is not good, but it's all I have figured out. I don't know if anyone reads my feedbacks or not.

Sorry the phrase "print each shipping label separately," should read "print each packing slip separately,".

Thanks for the suggestion. Much appreciated. I have been hand-writing the additional items on the packing slip and then taking a photo for my records just in case there's an issue. Never have had any issue with a shipment, but it's definitely something that eBay should address.

@fashionista1977 If I read your post aright - for your buyers who don't use the shopping cart, you can't print out a multiple-order invoice, or is it that you can't print out a single invoice for each orders?
In the first case (I have a lot of people who I need to combine shipping for), I simply go into the "print shipping label" for each order and print the packing slip from there - yeah, they end up with 3-4 packing slips.
The other thing I do is go into bulk shipping and print out a pick list - that at least has all of the items on it after you combine all items in bulk shipping.

Yeah. Don't do a lot of combined shipping. But the handful of times I have done it, I just printed the packing slips individually and stuffed them in the box.
Annoying you have to go to label screen to do it though. Funny thing though I wonder how many people even bother with them. I know more than a few people that looked at me funny when I said I include them. And I believe even Amazon required them for marketplace sellers, but they don't even include them half the time so either I was wrong about it, they don't require them anymore, or the packers at Amazon don't even follow their guidelines. The matter wouldn't surprise me much. Too busy throwing stuff into boxes from across the room.

The combined invoice is not a problem....it's the packing slip that goes inside the shipment that doesn't combine.
So, yes, like you, I either need to print several pages ( sometimes 10 or more), or use the "pick list, which really is for assembling the shipment, or as I often do, print the first item and hand-write the others, which saves paper and space.
I think the people who design the systems don't actually sell on eBay, or understand the protocols of shipping. oh well.....
