I need to send 4 separately listed items as 1 package.   Does the buyer have to buy them all first?

you could ask the buyer to put them in the cart and then request a total

if the items are immediate payment required it might work and might not

 

I only combine auctions so its simple to do but with GTC it can get tricky

That's easy to do:  If you use immediate payment required, have them put their items into the shopping cart and check out.  You can refund the overage in postage.

 

If not IPR, they can put the items into the cart, you can adjust shipping costs and then send them an invoice.

 

Since I'm all immediate payment required, I do the former - it's quick and easy.

@chapeau-noir nailed it.

 

That has worked well for me in the past.  After buyer bought two items, I just gave a partial refund for "shipping discount."  If you go this route, you will need to combine the already purchased items into one shipping label.  Here's how I did that:

 

In myEbay, go to Selling.  Go to sold items (Paid and Shipped,) and look for the items you wish to ship combined.  Click the check boxes of all items paid by buyer that you want to ship together, then click Purchase Shipping Label under the actions drop-down arrow next to the checkboxes.  On the shipping label page, look for "Print labels in bulk" located on the upper right corner of the screen.  On the print in bulk page, click on the check boxes of the items you want to ship and click "Combine."  Items should now show they are combined for shipping.  Click on the check box again and you may "Review purchase" to purchase the shipping label.  Before checking out and purchasing the combined shipping label, be sure to verify the weight and dimensions of the items all combined so you don't end up paying overages for shipping at the Postal Counter.

 

Also, the other method mentioned by chapeau-noir... (if not IPR,) the buyer can add all the items to cart (without purchasing them yet.). Then, they can request an invoice from you.  I have never done it this way, because most of my buyers complete the purchases first without asking for shipping discounts, so I've never done this method.  It looks to be pretty straightforward.

I will say this,

I often buy multiple items from one seller.

I am one of those guys that think sellers should not profit on expensive shipping. (used to be a way to circumvent fees)

If i buy 5 easily boxed together items at a fair $4 shipping, and check out without asking for total, I assume I just paid $20 for shipping on a $5 first class package.

I assume the seller has no requirement to refund the rest (unless clearly stated in auction)
