Coded Coupon and Best Offers

I love the idea of the Coded Coupon (in fact have been begging eBay for this simple solution for years) but it is unclear whether the buyer would be able to "double dip" by combining promotions as I routinely send and receive Offers.

Example: Coupon Code "SAVE10" gives $10 off a $20+ order for a category of item.

I send a 25% off offer (or buyer send me an offer of $21) for a $28 item in that category.

Does the buyer get the item for: $21 or $18 or $11 or $13.50 or some other combination I haven't considered?

This question is about the newly released Coded Coupons generated by store sellers for use in their store - not about generic eBay or other third-party coupon codes which have no impact on the final payment to the seller.

Coded Coupons are not applied to best offers or seller initiated offers. 

Have you tried creating a Coded Coupon?

Create a coupon. Go to the URL of eligible items. Around the top left you'll see "terms and conditions" click on that.

I'm a seller who is using the coupon codes and I like it! It seems to have  started moving some things that have I've had listed a long time. But I'm pretty sure that when we make an offer or the buyer makes an offer, they can still use the coupon code on that lower price. So be careful what you make codes for. For instance, I had a lot of women's clothes not moving and so I only made a coupon code for 20 % off for only that category.

As I said in this thread, create a coupon and then click the Terms and Conditions link. Coded Coupons are not applied to best offers or seller initiated offers. It's right there in the Terms and Conditions.

OK, you have coupons on some of your listings. This is from your Terms and Conditions:

"Coupon does not apply to auction-style listings, purchases made through Best Offer or Seller Offer features, or any listings in the Real Estate, Motors Vehicles, or Coins & Currency categories."
