The basic insertion fee is free, but there is a fee for optional services such as setting a reserve on an auction, which costs 4% of the Reserve price. The fees for a listing are shown at the bottom of the listing form before you click on the button to launch the listing. Here's a page which shows all the fees for optional services.

You have a reserve on that item. That's what you are being charged for.

That reserve fee is charged to you with every listing, whether your item sells or not. It's better to just list your auction to start at the lowest price you will accept and skip the reserve fee. This way you don't have to pay a reserve fee.
