How can a buyer who opens a return and doesn't return an item open a dispute and attempt a charge back with credit card company? Breaking all the rules. VERY FRUSTRATED.

what's the reason on the dispute?
It's true that buyers can make a claim with their cc's after losing a case on ebay.

Even unreasonable buyers get the benefit. Need a lot more information to help...

Buyer didn't like item. Filed return, I sent label. Day before return deadline closed return. Opened dispute but never returned item. HOW IS THAT POSSIBLE? you have to return item.

This seems to be the wave of the future. Chargeback the item you purchased months ago for petty reasons. Get to keep the item without returning it, get your money back.

There are no rules for a CC chargeback. If there are rules it would be from their CC processor.

In these cases, since eBay is "managing your payments" they are actually the CC processor (Ok, Adyen is). However, most people have experienced that eBay will do little or anything to process a chargeback dispute. You can do it. Not sure the process. The likelihood of success is slim.

How can this guy STILL BE ON EBAY? RULES ARE you return item you get a refund. How hard is that? How is this guy on ebay? Sellers can't do this. Unbelievably. I guess I'm just going to have to buy $1,000,00 worth of merch and do chargebacks on them. HAS TO BE rules or we have chaos.

Perhaps eaby sellers have been shielded from this form of money back method in the past, but the credit card chargeback has been around as long as I can remember and it works basically "no questions asked."
Eaby should however give sellers the proper tools to dispute it, not this one picture nonsense with two options that basically state "give refund without return" and "give refund maybe we can get your item back"
They should...
Key word there, should.
I unfortunately suspect that this too is going to become a point for endless discussion.
Nothing will change until something hits them in the gotcha, and for a corporation that means the money.

Buyers are finding out rather quickly that if they bypass the eBay system, they won't have to return in order to get the refund.
In your instance, you have some evidence (sent label, etc.) , but depending chargeback reason, you may not be able to use it anyway.

PAYPAL would never let this happen. Brett

It doesn't sound like the buyer won the dispute yet.
Respond to the dispute with the tracking number, date of original return request, date that return had to be done by and link and text from USPS that item was never returned. (This information will be forwarded to either PP or to the CC company by ebay after your response.)
With managed payments, the case won't close as quickly as pre-MP but you should be able to win the dispute.
If you ignore the dispute, the buyer will get the refund without returning the item.

I can't do this? they give me one picture. I screenshot the RETURN CLOSE to picture. Any advice would be helpful. Brett

Put all that information in to the case - the fact that a label was sent, you agreed to the return and the buyer did not accept. Anything you have regarding the eBay case - screen shot and add it to a word doc or pdf to put into the case.
