Outstanding cost of cancelling what? Did you have an auction going and cancelled it after cancelling all bids? That would be the only cancellation that would have a fee attached to it.

If you're a buyer and are requesting a cancellation, that costs you nothing. Only that the seller comply.

If you have a Bid on a item or have a sale for a Buy It Now and then decide not to sell it eBay may charge you their Fees the same as if you did sell it.

I tried to search through the policies but could not locate what I was looking for. Do you know if eBay hits you with cancelation costs for OOS cancelations regardless of whether it is an auction or a BIN item?

This is what is says on your statement when you refund a customer but do not have enough available funds to cover the refund. They charge your payment method on file for the remainder.
You people should not answer if you have nothing helpful to add. So ridiculous.

It sounds confusing, hence the OP’s post. eBay should rename it something like “Outstanding balance from cancellation/refund”.
Charge for outstanding cost of cancel sounds like some sort of eBay fee for cancellations.
